An Enphase inverter circuit is a string of AC sources ranging from .8A at 240VAC to about 12A (From 1 to 15 M190s). 12A of M190s would require a 15A breaker for protection.
So, a combiner box for Enphase inverters is really an AC subpanel. Any adequate subpanel would work - for your 12 "string" (circuit) system, at 12A each, you'd need 12, 2-pole 15A breakers.
Also keep in mind the NEC requirement under 690.64(B)(2) is that the sum of the circuits feeding a panel cannot exceed 120% of the bus bar rating.
